Q&A with Jay Healy, Town of Carolina Beach Council Member Candidate

What has driven you to run this Election

As a member of the Carolina Beach Town Council, we’ve accomplished great things over the past 4 years.  I believe we are moving in a positive direction.  I want to continue the momentum we’ve created.  

Here’s what we can celebrate as a Town:  

  • Hired a Town Manager. This was one of our first goals and Bruce Oakley is nothing but amazing.  We made a great decision.
  • Reduced speed limits on Dow Rd. and Ocean Blvd for safety concerns from citizens.
  • Created Beautification Committee to help with the quality of life on the island.
  • Implemented ‘Pack It In, Pack It Out’ program. This program is designed to keep the beaches clean and keep operational costs down for the town. Win-Win.
  • Led the Census initiative in 2020. The importance of the Census is for federal funding and for representation of the House of Representatives. 
  • Improved relationship with MOTSU. This is extremely important for the future of Carolina Beach. We must maintain a solid relationship.  We will need the use of their land for future water needs.  And possibly future needs of Parks and Recs.
  • Passed tree ordinance. The ordinance will enforce builders to plant trees every 25 ft. on the front of the property. It’s a start.
  • Created a 20-year infrastructure plan, with bonds in place, to take care of future needs. It’s the first time in the history of Carolina Beach where we can execute Infrastructure Projects against a plan.
  • Recovered the Fund Balance. The Fund Balance is used in case of an emergency, i.e.-hurricanes. We were at a low of 19% that placed the town on a warning from the State. Currently, we are looking to be at 40% by the end of the year.
  • Purchased Freeman Park with ZERO cost to our Taxpayers.  We bought 230 acres of pristine land for our future. It will continue to protect the landscape of Carolina Beach.
  • Completed the largest paving project in the last 8 years. 
  • Worked with NCDOT to create a turn lane at the State Park.
  • Fought for Beach Nourishment. This is huge. With the governmental regulation change, we had to go offshore, and it took an extra year to get this accomplished. This sand is vital for protecting our infrastructure and well-being.
  • Built new bathrooms at Mike Chappell Park.
  • Built an entirely new bathroom/Ocean Rescue facility at Hamlet Access.  This is a $780,000 project paid for with 100% of Room Occupancy Tax (ROT) funds. 

In the pipeline, we have the following projects in process:

  • Marina Project. Completed the west and south side. The east side will be completed by the end of the year. 
  • Playground at the Lake. A new state of the art playground will be complete by Nov. 2023.
  • New bathrooms at the Boardwalk
  • Ocean Blvd Sidewalk
  • Multi-Use sidewalk at St. Joseph
  • Lake Dredge – After 7 years, finally in process.  Target completion date Dec. 2023.

What specific skills do you bring to council should you be elected/ re-elected?

Experience and Knowledge.  

I have served this town as Mayor Pro Tem under two different administrations: Mayor Lynn Barbee and former Mayor and current County Vice-Chair Commissioner LeAnn Pierce.  My tenure has allowed me to garner extensive knowledge about our Town’s operations and the needs and desires of our Taxpayers.  I’ve been a Committee Member on 12 different Town Committees over the past six years.  Additionally, I’m a Board Member for the Carolina Beach Mural Project.  I’m retired from Apple, Inc. where I was responsible for a multi-million-dollar budget.  I will continue to leverage my knowledge and experience to make sound decisions for the Taxpayers of Carolina Beach.
